PROBLEM TO BE SOLVED: To provide a method of manufacturing a coil filling inductor that is applicable to coils with different heights of terminals and whose electrical properties can be improved by making the core density uniform. SOLUTION: Two-time compression shaping by performing power filling in two steps and by inverting the whole of types 30, 31, 32 and 33 between the two steps of powder filling can prevent the core density of the coil-embedded inductor from becoming non-uniform. In addition, the coil-embedded inductor can be formed smoothly, even if the height of the coils differs, by fixing the holding of the terminal 10 of a coil 1 between a primary type 30 and auxiliary type 32.
