PROBLEM TO BE SOLVED: To enable communication among a plurality of terminals within the same cell at the same time. SOLUTION: One of a plurality of radio terminals transmits to a radio base station an inter-terminal communication request frame which requests communication among the radio terminals. When the radio base station receives the frame, it transmits to each of the radio terminals an inspection instruction frame which instructs to inspect the receiving state of electric waves in the radio terminal. Each terminal inspects the receiving state of the electric waves, and the radio base station receives electric wave receiving state information which indicates the receiving state of the electric waves from each terminal. The radio base station determines whether the communication among the terminals is feasible for each of the radio terminals based on the received information. When the radio base station determines that the communication is feasible, it transmits a communication permission frame to the transmission source of the inter-terminal request frame.
