PROBLEM TO BE SOLVED: To provide a form rotary cutting tool capable of increasing a re-edging frequency to the same degree as a case of a formed relieving milling cutter, while securing both cutting performance and rigidity by setting a clearance angle of a flank constant regardless of an axial position of blade parts. SOLUTION: This form rotary cutting tool changes in an outer diameter in axial direction, and is formed by arranging a plurality of blade parts 1 around the axis. The flank 13 of the respective blade parts is divided into a plurality of small flanks 21 adjacent in the circumferential direction. These respective small flanks are respectively formed in a substantially straight line shape in a cross section orthogonal to the axis. A front clearance angleαf formed by the small flanks in the direction orthogonal to a straight line 24 for connecting this end and the axis 23 on the cutting edge side end 22 of the respective small flanks, is set same or substantially same over any small flank and constant regardless of the axial position.
