PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of effectively using a paper resource, using waste toner thereby preventing waste of image formation toner, and ensuring toner yield. SOLUTION: The image forming apparatus include a transfer device 8 for transferring a developed toner image to transfer paper, a fixing device 9 for fixing the toner image, cleaning sections 10, 11, and 12 for cleaning off residual toner. In the image forming apparatus, toner recovering devices 15, 16, and 17 for recovering/storing the residual toner are disposed between the transfer device 8 and fixing device 9.
