PROBLEM TO BE SOLVED: To model the noise quantity of a color signal and a luminance signal corresponding to not only a signal level but also a dynamically changing factor such as a temperature and gain at the time of photographing, and to attain noise reduction processing optimized for a photographic circumstance, and to highly precisely perform noise reduction processing corresponding to the luminance noise and the color noise, and to generate a high quality signal. SOLUTION: In this signal processing system for performing noise reduction processing to a signal from an image pickup element 103 on the front face of which a color filter is arranged, a local region constituted of a target region for performing noise reduction and at least one or more neighboring regions which are present in the neighborhood of the target region is extracted by an extracting part 112, and a signal is divided into a luminance signal and a color difference signal by a Y/C dividing part 113, and the neighboring regions similar to the target region are selected by a selecting part 114, and noise quantity is estimated from the target region and the selected neighboring regions by a noise estimating part 115, and the noise of the target region is reduced by a noise reducing part 116.
