PROBLEM TO BE SOLVED: To provide an outer covering which can surely enclose an electrolyte and can reduce the stress working on a conductive polymeric element, at drive of a polymeric actuator. SOLUTION: This outer covering casing (10), where an electrolyte is enclosed and also a conductive polymeric element (20) is built in, is provided with a expansive part (30). Then, at transformation of the conductive polymeric element (20), the expansive part (30) is made to transform in the same direction as the direction of this transformation.
