PROBLEM TO BE SOLVED: To provide an electro-optic device restraining infiltration of moisture caused by exfoliation or crack on a gas barrier layer, and its manufacturing method as well as an electronic apparatus. SOLUTION: Stress concentration on the gas barrier layer is alleviated by flattening a foundation of the gas barrier layer. The electro-optical device 1 having a plurality of first electrodes 23; barrier ribs 221 with a plurality of openings 221a corresponding to formation positions of the first electrodes 23; an electro-optical layer 60 arranged for each opening 221a; and second electrodes 50 covering the barrier ribs 221 and the electro-optical layers 60 is also provided with an organic buffer layer 210a covering the second electrodes 50 and with a flat top face formed; an inorganic buffer layer 210b covering the organic buffer layer 210a and formed with a wider area than the organic buffer layer 210a; and the gas barrier layer 30 covering the inorganic buffer layer 210b.
