PROBLEM TO BE SOLVED: To provide a connecting device capable of collateralizing integrity, continuity and water-tightness equivalent to a straight line site even in a bending site on a pipe line. SOLUTION: The connecting device is constituted by relatively and rotatably connecting the first connecting member 431 put on one PC steel bar 2 of one concrete block to the second connecting member 432 put on the other PC steel bar 2 of the other concrete block to connect both PC steel bars 2 to each other and placing a fixedly holding tool 5 stopping widening so that a connector 4 can widen an angle made with the first connecting member 431 and the second connecting member 432. Even if the PC steel bar 2 is pulled to get tense, the PC steel bar 2 does not thereby cause any inconvenience such as bending and breakage, etc. As a result, compressive force can be properly applied to the concrete block aiming at connection, and mutual integrity, continuity and water-tightness can be raised.
