PROBLEM TO BE SOLVED: To verify whether or not the performance of data transfer itself independent from an application meets requirements before constructing a network system, in constructing the network system where high responsiveness is required for data transfer between nodes. SOLUTION: In constructing the network system where high responsiveness is required for data transfer between nodes, requirement specifications are created in which data to be transferred are classified between each of nodes on the network system to be verified. A verification system is constructed which is provided with a transmission PLC 2 and a reception PLC 3 for transmitting and receiving required data based on the requirement specifications, and a network load generator 4 for causing the network 1 to generate a load required based on the requirement specifications.
