PROBLEM TO BE SOLVED: To provide a light adjusting device simple in its configuration and easy to process and capable of making correct light amount adjustments in a device such as a projector by preventing the light amount adjusting vanes from deforming due to heat and loosing their functions, and to provide a projector using it. SOLUTION: The light adjusting device has a substrate with a hole to pass the light from a light source, a vane assembly with its top end close to the hole and its root supported free to turn, and a drive means to drive the vanes. The vane assembly consists of vanes with their top ends close to the hole and overlapping one another and is made of flat sheets having linear ribs running from the roots to the tops in a predetermined length. The above linear ribs formed on each vane consist of projected stripes parallel and overlapping one another, The above vanes are made of rolled metal sheets and their linear ribs are formed to agree with the direction of rolling.
