PROBLEM TO BE SOLVED: To provide a flow meter for accurately measuring a flow even in a low flow rate zone. SOLUTION: In cases where a flow rate is relatively low and is under 3% of the maximum nonfull water flow rate of a flow path component member 11, this flow meter 10 functions as a so-called nonfull water type electromagnetic flow meter to perform flow rate measurement based on an electromotive force generated between electrodes 24 and 24. When the flow rate increases to be 3% or more of the nonfull water flow rate of the component member 11, the flow rate is measured based on the measurement result of a liquid level obtained by an ultrasonic water level gauge 16. Such constitution makes it possible to accurately measure the flow rate ranging from a low flow rate zone to a high flow rate zone. Further, actual measurement adjustment required for the nonfull water type flow meter before its use can be limited to only the low flow rate zone (0 to 3% flow rate of the maximum nonfull water flow rate of the component member 11). Accordingly, the scale of installations for the measurement adjustment can be lessened while labor for the measurement adjustment can be reduced. COPYRIGHT: (C)2006,JPO&NCIPI
