PROBLEM TO BE SOLVED: To provide a lightweight developing roller giving higher quality images and so excellent in durability as not to cause image defects such as fog of a white image, roughness of a halftone image or uneven shading of a black image even after long-term use, and to provide an image forming apparatus using the developing roller. SOLUTION: The developing roller 1 has a shaft member 2 comprising a hollow or solid cylinder made of a resin containing a conductive agent and one or more resin layers 4 disposed on the radial outside of the shaft member.
