SOLUTION: An information recording apparatus (1) is an information recording apparatus moving first contents information of first reproduction quality (HD) recorded in a first recording medium (20) to a second recording medium (20), and the apparatus is provided with a scramble means (35) generating scramble information by scramble-processing the first contents information based on the prescribed scramble key, an identifier storing means (10/51) storing an identifier for identifying the second recording medium being move-destination of the first contents information, and a background information generating means (50) generating background information indicating respective backgrounds of move-processing and scramble processing.
