PROBLEM TO BE SOLVED: To record on a video tape without worrying about settings of a video recording mode. SOLUTION: A control circuit controls data processing by a user setting mode coding circuit 32 so as to apply data compression to an input video signal at an optionally selected compression rate and controls data processing by a high image quality mode coding circuit 34 so as to apply data compression to the input video signal at a compression rate corresponding to high image quality so that the data subjected to compression processing by the user setting mode coding circuit 32 are recorded on an HDD as ordinary recording data and the data subjected to compression processing by the high image quality mode coding circuit 34 are recorded on the HDD as backup data.
