PROBLEM TO BE SOLVED: To prevent a user from failing in identification or settlement due to his or her carelessness when a noncontact IC card function is used.

SOLUTION: When identification or settlement processing is carried out by the transmission and reception of information stored in a terminal 30, which stores information on settlement or identification, between reader/writers 21 by means of short range wireless communication, the information on settlement or identification is preliminarily read out with a device 10 which is put at a place except the places where the reader/writers are put, and it is determined whether the settlement or identification can be made by the reader/writers 21.
