PROBLEM TO BE SOLVED: To provide a means of making contents and an error-correcting code indivisible, while minimizing degradation in image quality. SOLUTION: The sequence of digital data in inputted digital contents is set to a prescribed sequence so that the inputted digital contents may constitute an error-correcting code. A public-key digital watermarking technique by which the degradation in image quality is extremely reduced can be obtained since digital watermarking information can be embedded in a high-frequency region.
