PROBLEM TO BE SOLVED: To provide a sheet feeder to convey a sheet and an image processing device having the same in which abnormal overheat of a regulating means is prevented even when the sheet is frequently detected by a sheet sensor to be used for controlling the regulating means to temporarily regulate the sheet conveyance. SOLUTION: In Step S20, the detection number A of the sheet by a resist sensor 10 is counted, and successively in Step S21, it is determined whether or not the detection number A is not less than the upper limit value B of the predetermined detection number. If the detection number A is not less than the upper limit number B, it is determined that the risk of occurrence of abnormal overheat is present due to conduction for a long time to a solenoid 12b (a regulating means), the drive of a motor 11 is stopped (Step S22), conduction to the solenoid 12b is stopped, and conduction is prohibited (stopped) before the specified time is elapsed thereafter (Step S23, corresponding to a conduction control means).
