PROBLEM TO BE SOLVED: To provide a bumper structure capable of stably and surely realizing both of a pedestrian protecting performance and a vehicle body protecting performance at a higher level. SOLUTION: A first shock absorbing material 14 with a flat plane 40 at a portion on a bumper cover 12 side is arranged on a bumper reinforcing member 10 side in a space 20 between the bumper cover 12 and the bumper reinforcing member 10. A second shock absorbing material 16 with deformation strength smaller than the first shock absorbing material 14 is arranged on the bumper cover 12 side in the space 20 under a condition that it is assembled or integrated on opposed faces of the flat plane 40 and the bumper cover 12.
