A system for monitoring vehicle use comprises a portable, personal device embodied in a mobile phone or a smart card. The phone or card includes information specific to the vehicle and driver and a communication device transmits this. The communication is through a wireless service provider and be via the Internet (e.g. WAP), satellite communications or use SMS. The system may monitor the vehicle and driver for compliance with laws regarding permitted working hours, payment of road tolls, etc.
