PROBLEM TO BE SOLVED: To provide an inexpensive telephone communication device which can perform authentication of the voice of a specific individual with high accuracy without a need of complicated processing such as to require the specific individual to register voice in order to recognize the voice of the specific individual.

SOLUTION: A cellular phone 2 of this invention is equipped with; an adaptive rate measuring and confirming part 45 which authenticates whether an inputted voice is the voice of a user or not based on a phoneme dictionary 33; a voice input part 25 which acquires voice during the telephone communication of the specific individual; and a sample preparing part 44 which prepares sample information 36 of the specific speaker based on the acquired voice and updates the phoneme dictionary 33.
