PROBLEM TO BE SOLVED: To provide a pulse signal generating circuit capable of reducing a circuit scale and generating an output pulse signal of an arbitrary pulse width, and to provide an SRAM comprising this circuit. SOLUTION: In the SRAM comprising a storage circuit for storing data, a driving circuit for making this storage circuit operate, and the pulse signal generating circuit for generating the output pulse signal for driving this driving circuit, the pulse signal generating circuit includes an active change-over circuit for forcibly changing over an output pulse signal into the active state when a clock signal is changed over to the active state from an inactive state, a holding circuit for holding the state of the output pulse signal as it is even if the clock signal is changed over to the inactive state from the active state, and an inactive change-over circuit for forcibly changing over the output pulse signal into the inactive state irrespective of the state of the clock signal when the change-over signal is changed over to the active state from the inactive state.
