PROBLEM TO BE SOLVED: To improve performance of an image forming apparatus together with software by changing priority order by an address accessed by a CPU (Central Processing Unit) and time. SOLUTION: A memory controller comprises: the CPU 10; an address R/W (Read/Write) monitoring section 4 monitoring the address of an access destination accessed by the CPU 10 and outputting priority order change instructions when the specified address is found; an arbiter 20 controlling access to a memory 31 by the CPU 10 and at least one DMA (Direct Memory Access) 22 or 24 in accordance with the specified priority order; and a priority order setting section 21 changing the priority order for a specified time when receiving the priority order change instructions.
