PROBLEM TO BE SOLVED: To improve economic efficiency when acquiring credit, by selling generating electric power of using a black liquor being regenerative energy as a fuel source. SOLUTION: The concentrated black liquor generated in a time zone of nighttime when an electric power demand reduces, is stored in a large tank 12, and a flow rate control device 16 is controlled by an electric power selling command device 17 so as to increase output electric power of a black liquor recovering turbine power generation facility 8 in a time zone of daytime when the electric power demand increases. Thus, the economic efficiency is enhanced by raising an electric power selling price by selling specific electric power to a power transmission system 11 of an electric power company.
