PROBLEM TO BE SOLVED: To improve both responsiveness of feedback control of ISC and converging performance (stability) to a target engine speed. SOLUTION: When performing the ISC, determination is made on whether the changing direction of an actual engine speed is the approaching direction or the going away direction to the target engine speed (Step 102). When its direction is the going away direction, a first gain setting table of setting gain of an integral item to a larger value is selected, and the gain of the integral value corresponding to an actual engine speed deviationΔNE2 at that time, is calculated by referring to this first gain setting table (Step 103). While, when the actual engine speed changes in the direction for approaching the target engine speed, a second gain setting table of setting the gain of the integral item to a smaller value than the first gain setting table is selected, and the gain of the integral item corresponding to the actual engine speed deviationΔNE2 at that time, is calculated by referring to this second gain setting table (Step 104).
