<p><P>PROBLEM TO BE SOLVED: To maintain a communication quality that is required for a class of communication performed before a handover, even after the handover in the handover between different wireless access systems. <P>SOLUTION: A handover control equipment 20 includes a handover destination determining unit 21, a handover controller 22, a radio resource use status collecting unit 23, and a system information database 24.
