PROBLEM TO BE SOLVED: To keep the distance between adjacent electrodes of a heat tunnel effect device, and to control the arrangement relatively precisely. SOLUTION: This heat conduction device 50 has a first substrate layer 52, a second substrate layer 54, and first and second electrodes arranged between the first substrate layer 52 and the second substrate layer 54. This heat conduction device 50 also has a dissociation layer 60 arranged between the first electrode 56 and second electrode 58 and an actuator 62 arranged adjacently to the first and second electrodes. The actuator 62 is disposed so that the first and second electrodes are separated from the dissociation layer 60 and a heat tunnel effect gap is opened between the first and second electrodes.
