PROBLEM TO BE SOLVED: To facilitate manufacture of an optical waveguide and to provide an optical waveguide which ensures a small light transmission loss. SOLUTION: An under cladding layer 2 is formed on a substrate 1, a core layer 3 is formed on the under cladding layer 2, core layer exposure parts 3b with a prescribed pattern are formed in the core layer 3, and an over cladding layer 5 is formed on the core layer 3.
