PROBLEM TO BE SOLVED: To easily manufacture an elastic roller capable of stably feeding a toner and well scraping off the toner on the surface of a developing roller. SOLUTION: The cylindrical roller 10B for molding having a cylindrical elastic foam body 21 on the outer periphery of the shaft 11 thereof is disposed at a position where the shaft 11 is positioned parallel with an endless band-shaped cutting knife 32 and the extension line 36 of the tip of the cutting knife crosses perpendicularly to the surface of the cylindrical elastic foam body 21 apart from the center 12 of the shaft. With an interval between the extension line 36 of the tip and the center 12 of the shaft set at a specified value, first slits 23 are formed in all the periphery of the cylindrical elastic foam body 21 at specified intervals, and the cylindrical roller 10B for molding is moved to the opposite side of the extension line 36 of the tip to form second slits crossing perpendicularly to the first slits in the same manner as in cutting the first slits.
