PROBLEM TO BE SOLVED: To provide a steel sheet having excellent surface properties which has no surface defects caused by the remaining of scale near the corner part of a slab on rough rolling and whose production cost is also low, and a production method therefor. SOLUTION: The steel sheet comprises, by mass,≤0.1% C,≤1% Si, 0.1 to 2.5% Mn and≤0.03% S, and the surface roughness Rz of the steel sheet is <10μm. Alternatively, the steel sheet comprises≤0.1% C,≤1% Si, 0.1 to 2.5% Mn and≤0.03% S, and in which the width in the width direction of the steel sheet in a region where the surface roughness Rz is≥10μm is <1 mm, and the surface roughness Rz in a region other than the above region is <10μm.
