PROBLEM TO BE SOLVED: To position a movable station in a place where fixed stations do not exist sufficiently, in addition to possessing jamming to positioning data. SOLUTION: A movable fixed station 100 is moved by moving control of a moving control part 141. In a moving destination, an unnecessary wave detecting part 112 receives the positioning data from a positioning satellite to detect an unnecessary wave to receiving, and stores directional data of the detected unnecessary wave to an unnecessary wave direction storing part 191. An antenna control part 113 suppresses receiving from a direction indicated by unnecessary wave direction data for a first antenna 111. A positioning part 114 positions by the positioning data and stores fixed station position data to a fixed station position storing part 192. A counter movable station communicating part 122 transmits an electric wave to the movable station including the fixed position data. The movable station positions, on the basis of at least any one of intensity of the electric wave received by the movable fixed station 100 and a communication time of the electric wave, and the fixed station position data contained in the electric wave.
