PROBLEM TO BE SOLVED: To obtain a band control method with which bands are fairly allocated to users even if an ONU accommodates user terminals more than an upper limit value of the number of user terminals for an LLID allocated by an OLT. SOLUTION: When an OLT allocates a band for each of LLIDs allocated to a plurality of ONUs connected to the present device, with bands for the maximum number of user terminals to be accommodated in a predetermined ONU 2 as an upper limit, the OLT allocates, to each ONU, bands corresponding to the number of user terminals accommodated in the ONU, and the ONU divides the bands allocated to the OLT with the number of user terminals accommodated in the present device and allocates the bands to user terminals 6.
