PROBLEM TO BE SOLVED: To enable an operating lever for a dispensing plug to be changed over from an automatic opening or closing operation performed by a plug driving device to a manual operation. SOLUTION: An operating lever can manually be opened or closed under an arrangement in which an operating member installed at a plug driving device can be moved between a non-operating position where it is spaced apart from an operating lever and an operating position where it is near the non-operating position. When an automatic dispensing operation is carried out, it is possible to prevent a leakage of liquid from the dispensing plug generated by non-stop of the operating lever at its closed position due to error in assembling of each of the component parts or aging variation or the like.
