<P>PROBLEM TO BE SOLVED: To prevent such a trouble with a transmission process that a request from a second transmitting device interrupts a process of transmitting contents between a first transmitting device and a destination device and allows the second transmitting device to send the contents, consuming a free space in a disk that should be used in the transmission to a first destination device, and causing an error in the process of transmitting contents from the first transmitting device caused by an insufficient capacity. <P>SOLUTION: A request to start a session is transmitted to a second information recording and reproducing device to which a first information recording and reproducing device sending or requesting information is connected via a network. On receiving the request to start the session, the second information recording and reproducing device reports the establishment of the session to the first information recording and reproducing device and establishes a mode to reject other sessions, in which mode it rejects any requests to start sessions from a third information recording and reproducing device.
