PROBLEM TO BE SOLVED: To deal with a request for various quality of an image by enabling the selection of a disposition before and after a background removing part and an image area separation part by dealing with various requests to precision of the image area separation. SOLUTION: An image processor includes a first image processing part 30 including a shading processing part 101, and a background removing part 102; and a second image processing part 40 including an image region separation part 104 for identifying the character line drawing region and the design region of an image signal, and a filter 106 for processing to filter calculate the image signal from the image region separator. As the routes of the image signal, a first route in which the shading processing part, the background removing part, the background separation part, and the filter are connected in this order; and a second route in which the shading processing part, the image area separation part, the background removing part, and the filter; are connected in this order. The first route and the second route are switched by switching means 110, 111, and 112, and either one route is selected.
