PROBLEM TO BE SOLVED: To change resource constitution provided from a resource provider in accordance with the inclination of resource allocation requests from customers. SOLUTION: Resource allocation requests from respective customer's client machines 402 to resources 501 provided from a local domain including a server, a network and a storage are stored together with allocation results, resource planning algorithm for determining resource constitution to be provided next is executed on the basis of the stored resource allocation information and resource constitution information provided from the local domain, and after obtaining system supervisor's confirmation through a client machine 403 for the supervisor, a resource constitution change which is a result of the resource planning is applied to a resource group 501 and disclosed so as to be applied to succeeding resource allocation requests from respective customer's client machines 402.
