PROBLEM TO BE SOLVED: To provide a belt-cleaning device that minimizes stretching and shrinking of an intermediate transfer belt and a conveyance speed change resulting from contact/separation of a cleaning means and restrains color misalignment, and to provide an intermediate transfer unit and an image forming apparatus which is equipped with the cleaning device. SOLUTION: The belt cleaning device includes belt contact parts that are always in contact with the intermediate transfer belt outside a toner image transfer area; and a belt-cleaning part disposed adjacent to the belt contact parts, and designed so as to be in contact with the toner image transfer area of the intermediate transfer belt, when the belt is cleaned and so as to be apart from the intermediate transfer belt when the belt is not cleaned.
