PROBLEM TO BE SOLVED: To provide a silver halide color photosensitive material having high sensitivity, and in which variation in the fog density is reduced even after preservation over a long period, and also, the difference in the coloring density by the difference in exposure time is reduced, and to provide an image forming method. SOLUTION: In the silver halide color photosensitive material comprising: a Y image forming layer; an M image forming layer; and a C image forming layer each including photosensitive halide silver grains with a silver chloride content of≥90 mol% on a reflective supporting body, fog density A(λ) in a wavelengthλnm after color development treatment, the maximum coloring density B(λ) and fog density A'(λ) in a wavelengthλnm after the application of radiation equivalent to 300 mR satisfy at least one of the conditions shown by the following inequalities (I) to (III): inequality (I): B(450)/[A'(450)-A(450)]≥60, inequality (II): B(550)/[A'(550)-A(550)]≥160 and inequality (III): B(650)/[A'(650)-A(650)]≥260.
