PROBLEM TO BE SOLVED: To provide an image display medium with which the image quality maintaining properties are improved (prevention of a dot defect etc.) and a voltage of a driving power source is reduced, and to provide an image display device. SOLUTION: The image display medium 1, constructing the image display device 10, is equipped with a front substrate 2A with transparency, a rear substrate 2B placed opposite to the front substrate 2A, partition members 5 to partition the space between the front substrate 2A and the rear substrate 2B into a plurality of cells, negatively charged particle groups 6A, 6B sealed in the plurality of cells and transferring inside the cells corresponding to an imparted electric field, and a positively charged particle group 6C, wherein the negatively charged particle groups 6A, 6B are characterized, by being constructed by mixing two or more kinds of particle groups with voltages of transfer initiation different from each another.
