PROBLEM TO BE SOLVED: To provide a fixing device and image forming apparatus with which sheet peeling and current rectifying performance can be improved while cost reduction is achieved. SOLUTION: The device integrally includes a first baffle 102 in a casing 82 of a heating roll unit 68. The first baffle 102 is removed of a first peeling pawl 92a set at the center and is freely rotatably provided with second baffles 132a and 132b in place of the first peeling pawl.
