<p><P>PROBLEM TO BE SOLVED: To provide a vacuum heat insulating material having a jacket material capable of suppressing generation of a pin hole even when a tip of an object to stick in a laminate film is thinner than the thickness of the laminate film. <P>SOLUTION: The jacket material 2 has a multi-layered structure comprising a seal layer 5, a metal foil 6, a first plastic film 7 and a second plastic film 8. The plastic film having the maximum Young's modulus, the maximum Rockwell hardness or the maximum pencil hardness out of the plastic films constituting the jacket material 2 is arranged adjacent to the seal layer 5 or the metal foil 6. Since deformation of the film having such a property is small even when large stress is applied, even if a foreign matter having a sharp tip is pressed by the atmospheric pressure, the film is subject to small deformation and is hardly broken.
