PROBLEM TO BE SOLVED: To provide a service control device that controls service in such a manner as to satisfy in a well-balanced way the continuously-moving property (service continuity) of the service with the environmentally-compatible property (environmental compatibility) of the service. SOLUTION: The service control device 10 includes a service continuity evaluation function storage part 151 for storing service continuity evaluation functions; an environmental compatibility evaluation function storage part 152 for storing environmental compatibility evaluation functions; an object function deriving part 101 for deriving object functions based on the service continuity evaluation functions and the environmental compatibility evaluation functions; a dependency deriving part 102 for deriving the dependency of service elements included in the object functions; and a service solution determining part 103 for determining each of the service elements that maximizes or minimizes the object functions.
