PROBLEM TO BE SOLVED: To solve the problem that, in the case where a document illuminating device for reading images is composed of light emitting elements such as an LED, the emission of a luminous flux is large in a sbuscanning direction and high illuminance is not obtained even when a document surface (a surface to be illuminated) is directly illuminated by the plurality of light emitting elements arrayed in the subscanning direction and that a configuration for condensing a luminous flux in the subscanning direction by using a cylindrical lens causes partial condensing, resulting in nonuniform illuminance in the main scanning direction. SOLUTION: A light conductive member 2 is disposed between the plurality of light emitting elements 1 and a surface 4 to be illuminated. A contact glass 3 is disposed between the conductive member 2 and the surface to be illuminated. The conductive member 2 is disposed at a prescribed angleθto the normal of the contact glass. Selecting the number of light emitting elements, an array pitch, the shape of the conductive member, and the arrangement relative to the surface to be illuminated make it possible to obtain a flat part that is free from nonuniform illuminance in the main scanning direction and is almost flat in illuminance distribution in the subscanning direction.
