PROBLEM TO BE SOLVED: To provide an electrostatic charging device in which low-voltage driving is made possible. SOLUTION: The electrostatic charging device for uniformly electrostatically charging the surface on an image carrier is constituted, by arranging microprojections at equal intervals in an array form, wherein the shape of the micoprojections consists of any shape among an approximately triangular prism, approximately triangular pyramid, approximately quadrangular prism, and approximately quadrangular pyramid. As a result, electron emission efficiency is improved, the electrostatic charge with a low voltage is made possible, and eventually the generation of ozone is reduced and the prevention of the deterioration of image quality, the prolongation of the lifetime of the image carrier, and the elimination of the need for an ozone eliminator or the miniaturization thereof can be achieved.
