PROBLEM TO BE SOLVED: To provide the learning method of an optical recording and reproducing device in which an appropriate recording condition is determined even though a recording learning is not executed at start and the starting time is shortened and to provide the optical recording and reproducing device. SOLUTION: In the recording learning method of the optical recording and reproducing device, when an overwriting possible optical disk 10 is reproduced or recorded by the optical recording and reproducing device, it is determined whether the recording learning has been executed or not at start of the optical recording and reproducing device. When the recording learning has been executed, no recording learning is executed. When a recording request is made by a host PC16 after the start, the recording request is temporarily made a standby state and the recording learning is executed while the recording request is temporarily made the standby state. When the optical disk 10 is loaded onto a drive, the starting time can be shortened since no recording learning at the starting time is executed for the case of the optical disk 10 which has been recorded in the past.
