PROBLEM TO BE SOLVED: To provide a control device of a construction machine, without causing a sense of incongruity of an operator and worsening of operability even in the case of switching an operation mode during the operation. SOLUTION: This control device includes a P-Q diagram in which the rotational frequency of an engine motor is changed by a rotational frequency change (50rpm) not causing a sense of incongruity of the operator to the rotational frequency of each engine motor in the relationship diagram (P-Q diagram) of the discharge pressure and the discharge flow, which is predetermined in every operation mode. When the time elapsed until the negative control pressure reaches a predetermined pressure or less or the time elapsed until the pump delivery pressure reaches a predetermined pressure or more is 30% of a predetermined monitoring time or less, the current selected rotational frequency 1900rpm is lowered by 50rpm, when it is 70% or more, the current selected rotational frequency is increased by 50rpm, and when it ranges from 30% to 70%, the current selected rotational frequency is taken.
