CONTENT DISTRIBUTION SYSTEM, ITS METHOD, AND PROGRAM FOR THE SAME

PROBLEM TO BE SOLVED: To solve the problem that a service provision efficiency can not be increased due to impossibility of efficient utilization of resources, and that satisfaction for the service is not increased due to the service provision under a state generating rejection service requests or deteriorated communication quality.

SOLUTION: This system is provided with a resource monitoring server 5 for measuring resources of a content distribution server 4 and available resources on a content distribution line in real time, a means (a service reception server 3 or an accounting server 6) for creating and updating a floating chart of a discount rate from a correspondence table of the measurement result and a discount rate of a content distribution price, a content distribution server 4 for distributing the content to a user terminal 1 when the discount rate indicated by the floating chart reaches the discount rate designated by the user terminal or more, and an accounting server 6 for charging the user terminal 1 for the content distribution price obtained by subtracting the price equivalent to the discount rate from the content distribution price without any discount.
