<p><P>PROBLEM TO BE SOLVED: To provide a process control system and process control program which can perform stable process control, calculating control limit value corresponding to proper capability of process or facilities and using the control limit value. <P>SOLUTION: This process control system is provided with an input part 2 which inputs characteristic value data that is a set of characteristic value showing quality of products obtained at facilities 1 etc., which is a control object, and stores in a storing part, a determination part 42 which determines whether the distribution of characteristic value data approximates normal distribution or not, a processing part 43 which processes the characteristic value data so as to approximate the distribution of characteristic value data to normal distribution, a calculating part 44 which calculates control limit value at the facilities 1 etc. using the characteristic value data, and an output part 7 which outputs control limit value calculated at the calculating part.
