PROBLEM TO BE SOLVED: To provide a lifting and falling gate for hydraulic power generation provided with a structure applicable to the hydraulic power generation utilizing hydraulic power energy of a flowing waterway and equipped with a constitution enabling the maintenance work to easily carry out after the installation and a lifting and falling type hydraulic power generator. SOLUTION: The lifting and falling gate 1 for hydraulic power generation capable of being installed in a river includes a rectangular plate-like gate body section 2 having a mounting hole section 5 wherein a water wheel power generator can be installed along the direction of flowing water in the river, an expansible and variable-length leg section 3 installed in the bottom section of the gate body section 2 while holding a standing up state of the gate body section 2 and a hydraulic cylinder 4 expanding and contracting the variable-length leg section 3.
