PROBLEM TO BE SOLVED: To provide a mobile unit terminal device, a mobile unit function restricting system, and method which reliably execute a function restriction within a function restricted area, and to provide a benefit to the execution of the function restriction, and further can release the function restriction at emergency. SOLUTION: A mobile unit function restricting system transmits, from a transmission device 200 to a mobile unit terminal device 100, mobile unit information, including the function restriction information for restricting the function, emergency information for releasing the function restriction at the time of emergency, and benefit information providing a reward to the executed function restriction by a noncontact method. In the mobile unit terminal device 100, a receiving portion 10 receives mobile unit information that is stored in an information storing portion 50. When a function means issues a function start instruction, a function restricting portion 60 receives it and permits or restricts the execution of the function, by referring to the function restricting information and the emergency information stored in the information storing portion 50.
