PROBLEM TO BE SOLVED: To improve the convenience and operability of a user, and to accurately perform plotting. SOLUTION: An interlocking setting data acquiring part 151 acquires interlocking setting data related with the interlocking of a plan and an elevation, and an interlocking control part 160 decides whether or not the display of the plan and the elevation should be interlocked based on the interlocking setting data. A positioning deciding part 161 decides whether the elevation should be displayed by holding previous display height or according to a height reference based on the interlocking setting data, and a reference position acquiring part 162 acquires the height position being a reference based on the decision result of the positioning deciding part 161. A display changing part 163 scrolls or enlarges/reduces the elevation while being interlocked with the scroll or enlargement/reduction of the plan based on the height position being the reference.
